Dozens of Government Staff Detained as Resistance Forces Advance in Katha

KATHA, Myanmar — Resistance forces in northern Myanmar have detained dozens of government staff who were attempting to flee the strategic town of Katha by blending in with columns of displaced civilians, military sources said Friday.

The mass exodus from Katha followed an offensive launched by revolutionary forces on Dec. 28, 2025, coinciding with the first phase of military-led national polling. Displaced residents have since been fleeing toward neighboring townships, including Indaw and Mawlu, as well as the larger cities of Mandalay and Myitkyina.

A military source involved in the operation confirmed that more than 10 staff members from the General Administration Department were intercepted near Mawlu. “They are currently under temporary detention for questioning,” the source said.

In addition to administrative personnel, staff from the departments of agriculture, education, and healthcare were also reportedly detained while fleeing through various routes. While dozens are in custody, officials said the exact number is still being verified as the situation remains fluid.

The military situation remains volatile as combined revolutionary forces continue their assault on the Light Infantry Battalion 309, the primary stronghold within the town. Despite gaining ground in several urban wards, resistance forces have yet to seize control of the Katha District Jail and the local police station.

In response to the offensive, the military has intensified its aerial campaign. Residents report that aircraft are striking resistance positions and roads used by civilians and government staff to flee the conflict zone.

Katha occupies a vital position in Upper Sagaing, serving as a gateway to Kachin and Shan states. Its location along the Ayeyarwady River makes it an essential logistics hub for both the military and the resistance.

The detention of these government staff occurs at a time when administrative functions in the region have largely collapsed due to the fighting. As the battle for the military’s 309th battalion continues, the outcome in Katha is expected to have a major impact on the military balance in northern Myanmar.
